Overview of ADF Canteen 2 and 4 Wheeler

1. What is CSD 2/4 Wheeler Purchase?

CSD (Canteen Stores Department) provides a special facility for serving defence personnel, Ex-Servicemen (ESM), and eligible dependents to buy two-wheelers or four-wheelers through authorized CSD dealerships at subsidized or concessional rates.
✔ The scheme ensures authentic vehicles, transparent pricing, and official documentation under the supervision of CSD HQ and Regional Depots.
✔ The objective is to provide affordable transport facilities to defence families through government-regulated dealerships and prevent overpricing or fraud.


2. Who Can Avail This Facility?

  • Serving Defence Personnel (Army, Navy, Air Force)

  • Ex-Servicemen (ESM) registered with ZSB and holding valid CSD Smart Card

  • Widows / Dependents (as per rules)

  • Defence Civilians (if permitted under CSD policy)

ELIGIBILITY CRITERIA FOR FOUR WHEELERS

(B) Armed Forces Personnel (Serving and Retired) and Widows as applicable Pay Level 6 to 9 Rs.10 Lakhs Excluding Taxes (For Electric Vehicles Cost Limit Is Rs.15 Lakhs Excluding Taxes) Five cars in lifetime. First car after five years of service. Gap between purchases of two cars to be eight years.
Pensioner Widows/ NoK are entitled to purchase cars against the quota not availed by the individual. If the individual had purchased Five cars before death then they are not entitled. Gap between purchases of two cars to be eight years.
(C) Armed Forces Personnel (Serving and Retired) and Widows (as Applicable) Pay Level 10-18 Rs.20 Lakhs Excluding Taxes (For Electric Vehicles Cost Limit Is Rs.25 Lakhs Excluding Taxes) Once in Eight Years
(D) Serving and Retired Civilian Officers (Paid Out of Defence Estimates) In Pay Level 10 To 18 (Including Family Pensioners). Rs.20 Lakhs Excluding Taxes (For Electric Vehicles Cost Limit Is Rs.25 Lakhs Excluding Taxes) Once in Eight Years

ELIGIBILITY CRITERIA FOR OTHER AFD-I ITEMS (viz) TWO WHEELERS/ AC / FRIDGE/ WASHING MACHINE/LAPTOPS/DESK OPS ETC.

(a) TVs: Two TVs in a block period of four years.
(b) ACs: Four ACs in a block period of four years.
(c) Other AFD-I Items (Less Four Wheeler): No Change (One in Four Years) from the date of last purchase.

Following category of canteen smartcard holders are authorized for other AFD-i items:-
(a) Armed Forces personnel (Serving & Retired) – PAY LEVEL 1 TO 18.
(b) Defence CIVILIAN Employees (Serving & RETIRED) – PAY LEVEL 1 TO 18.
(c) Defence Civilian Family Pensioners – Pay Level 1 To 18.
(d) Gap Between Purchase of Same Item / Two Wheeler To Be of Minimum Four Years From The Date of Last Purchase.(E) At A Time Only One Type Of AFD-I Items Can Be Purchased Within The Above Specified Time Gap.

Eligibility is governed by rank, service category, and CSD norms.
Always confirm your entitlement from your Unit Canteen / nearest CSD Depot before booking.


3. Documents Required

Basic Documents (Mandatory):

  • CSD Smart Card / Unit Canteen Card

  • Service ID Card / Discharge Book / Pension Book

  • Aadhaar Card / PAN Card

  • Dealer Quotation / Proforma Invoice (CSD dealer only)

  • Bank Passbook Copy / Cancelled Cheque

  • Application Form (as per CSD format)

Additional Documents (if applicable):

  • NOC from Unit / Commanding Officer

  • PPO (for ESM / widow applicants)

  • Driving Licence

  • Loan Sanction Letter (if financed)

  • Proof of Address (Electricity Bill / Aadhaar)


4. Step-by-Step Process

Step 1: Visit nearest CSD Depot / Unit Canteen / CSD-authorized dealer.
Step 2: Check model availability, price, and entitlement limit.
Step 3: Fill CSD Application Form and attach required documents.
Step 4: Submit the form for verification and approval from CSD/Unit.
Step 5: After approval, make payment (NEFT/DD) as per dealer instructions.
Step 6: Collect issue order / purchase voucher from CSD Depot.
Step 7: Submit voucher to dealer, take delivery after RTO registration.
Step 8: Submit delivery & registration proof back to CSD / Unit.


5. CSD Vehicle Purchase Policy (One-Time & Next Eligibility Rules)

According to CSD HQ Purchase Policy, defence personnel and ESM can purchase vehicles only after a fixed minimum gap, depending on the category of vehicle last purchased.

Note:

  • One 2-wheeler and one 4-wheeler can be purchased independently (both not within same category period).

  • Duplicate or early purchase within lock-in period is not allowed.

  • Eligibility count resets after every approved purchase (date of issue order).
